Understanding Level 3 Data: The Hidden Cost Driver in GovCon Credit Card Processing

For government contractors, the visible parts of credit card payment processing: merchant fees, gateway charges, and monthly statements, are often the focus of cost control efforts. However, there’s a less obvious but more impactful cost driver that many organizations overlook: Level 3 data in credit card processing.

What is Level 3 Data?

Credit card transactions are categorized by data detail into three levels.

  • Level 1 is the basic level, including standard card information such as card number, expiration date, and total sale amount.

  • Level 2 adds tax and merchant details.

  • Level 3 provides the most comprehensive information, essentially replicating the full invoice including line-item details such as product descriptions, unit prices, quantities, tax breakdowns, freight, duties, and product or commodity codes. This enhanced dataset gives issuing networks a granular view of what is being purchased.

Level 3 data is particularly relevant in business-to-government (B2G) environments, such as transactions processed with GSA SmartPay and other federal purchasing cards. Government agencies rely on detailed transaction data to meet strict reporting, auditing, and compliance requirements.

Why Level 3 Matters for GovCon

When Level 3 data is submitted correctly, it qualifies transactions for significantly lower interchange rates, reducing the costs contractors pay to card issuers. This happens because detailed data reduces perceived risk for card networks, which then offer more favorable pricing.

If even one required Level 3 field is missing or incorrect, the transaction can “downgrade” to a lower level and be charged at a higher interchange rate. For government contractors, where transactions may involve large orders, multiple line items, and complex pricing, these seemingly small errors can add up to hundreds or even thousands of dollars in unnecessary fees over time.

Common triggers for downgrade include:

  • Missing product descriptions

  • Mismatched line-item quantities or prices

  • Incorrect or absent UNSPSC/commodity codes

  • Improper tax information

  • Delays in settlement timing

Because many GovCon teams rely on manual entry or workflows that introduce errors or omissions, Level 3 downgrades happen frequently without being noticed until the cost impact shows on processing statements.

Impact and Solution

Downgrades can significantly erode margins, especially on high-value orders common in SEWP, DoD ESI, and GSA Schedule sales. Ensuring complete, accurate Level is also about compliance and audit readiness for government purchasing card programs.

One of the most effective ways contractors avoid costly downgrades is through automation. By integrating Level 3 data submission directly into systems such as ERP solutions (e.g., Dynamics 365 Business Central), organizations can automatically pull accurate line-item detail, tax flags, product codes, and settlement timing into the transaction. Automated Level 3 processing eliminates human error, ensures consistent qualification for the lowest B2G interchange rates, and protects profit margins.
